Mechanical Electrical Projects Site Manager

Two positions have become available for M&E Project Site Managers

We are looking to recruit two people to cover site based site manager’s positions on a self-employed contract basis for 2 projects. 

  • Andover Hampshire; starting in April 2020 for 6 months duration
  • Purfleet Essex; starting in May 2020 for 9 months duration

Both projects involve the Installation of Industrial refrigeration plant and, associated electrical controls and equipment, for a major UK Client (working under a principal contractor, on behalf of Stonegrove Refrigeration services Ltd).

The successful candidates will need to be onsite at all times, to supervise sub-contractors - possibly including some weekends and late nights dependent on program requirements.  They will be responsible for the day to day operations onsite overseeing the work of Stonegrove personnel and appointed sub-contractors, consisting of Mechanical, welding, electrical, Insulation and Refrigeration.  Attendance of meetings/briefings with main contractor as required.

Full support will be given to individuals for technical, draughtsman, Health and Safety, office and project management requirements, for the duration of the projects.

  • A strong attention to detail – For site inspections and managing complex contracts.
  • An awareness and understanding of Health and Safety procedures and legislation for running a safe site
  • Sound commercial awareness- to allocate and manage budgets when required to and to understand any client concerns
  • Numerical and IT skills, including knowledge of relevant construction methods and project management software to manage information and finances during project including Excel, Word, PowerPoint, and Microsoft project, Microsoft Outlook
  • Training and competence mandatory requirements – SMSTS, CSCS Managers skillcard - Black or Gold, IOSH managing safely or Nebosh General Certificate in construction, First Aid at Work (high risk), Electrical or Mechanical engineering background in site engineering or project management
  • Training and competence additional ideal requirements – IPAF, PASMA, and Fork lift counterbalance or telehandler license. HNC in Electrical or Mechanical specialism or Industrial Refrigeration experience and knowledge. Fire warden trained. Working at Height Ladder and Harness trained
  • Ability to read PID, Electrical and other drawings related to installation

Main site Managers Accountabilities/responsibilities

  • Provide weekly site progress reports to Project manager and Contracts Manager
  • Support site personnel / sub-contractors / main contractor/Stonegrove Personnel
  • Oversee training and motivation of site personnel, ensure all labour under his control (direct or sub contract) are suitably qualified, authorized and competent and have all required supporting documentation for tasks being undertaken
  • Ensure suitable and sufficient Risk assessments and method statements have been carried out for each specific task and submitted to main contractor for approval before task commences
  • Ensure all Contractors and sub-contractors are briefed on RAMS by supervisor and signed onto by personnel carrying out the task
  • Ensure adequate supervision is provided dependent on task
  • Manage and proactively support all commercial activities of site specific project plan to achieve current and future program / performance targets and minimise risk and exposure
  • Ensure that all targets are delivered to an agreed time / cost (site) / specification
  • Keep and maintain full site documentation to ensure that good business practice is achieved and that the company’s contractual and corporate responsibilities are discharged, ensure compliance with main contractors requirement i.e. signing in /out, hire equipment maintenance schedules, CDM, LOLER, PUWER risks and method statements etc
  • Attend Meetings and ensure full compliance with site operations team daily, weekly, monthly, requirements
  • Ensure site complies with company standards and procedures including Health and Safety Policy
  • Provide weekly Health and Safety documentation to main contractor for LOLER, PUWER AND CDM Compliance including any updated Risk assessments and Method statements. Near miss, incident or accidents reports and RIDDOR reportable injuries

Competencies / skills (Technical)

  • Ensure design and all other procedures are undertaken to the specification. Ensure that program is kept too, be flexible and if delays occur reprogram work to ensure completion date is maintained
  • Liaise with project manager/ contracts manager/ site personnel / main contractor etc to ensure overall program is maintained to original or revised program.
  • Attend all site/coordination meetings and maintain a good working relationship with main contractor
  • Ensure design and all other procedures are undertaken to the specification. Ensure that program is kept too, be flexible and if delays occur reprogram work to ensure completion date is maintained
  • Liaise with project manager/ contracts manager/ site personnel / main contractor etc to ensure overall program is maintained to original or revised program
  • Attend all site/coordination meetings and maintain a good working relationship with main contractor
  • Coordinate drawings etc. with all sub-contractor, main contractor and draughtsman ensuring all problems are suitably resolved. Any cost implication to be informed to project manager and contracts manager immediately

Cost Recovery

  • Record variation and request signed document, correct documentation, forward weekly with cost breakdown to project manager, correct site program accordingly
  • Assist in preparation of valuation, submit in time estimate of site complete, items delivered etc
  • Managing financial aspects and responsibilities
  • Assist in the monthly financial report by supplying necessary site information
  • Procure site base equipment, such as mobile towers and off hire etc
  • Assist project in the review process

Monitoring responsibilities

  • Discuss with project manager/ contracts manager/site team progress on a weekly basis
  • Produce documentation in legible form to allow monitoring
  • Ensure labour allocation sheets are being completed daily
  • Produce daily / weekly / monthly site progress reports; mark up site program to show progress
  • Drawing / drawing management record correctly and ensure only correct issue drawings are being used

Sub-contractors / suppliers / miscellaneous responsibilities

  • Ensure project manager has all necessary documentation
  • Run and organize sub-contractors control meeting (held weekly)
  • Submit all required site information in time to the project manager
  • Inspect site on a minimum of a daily basis, to ensure site is safe, oversee all site health and safety procedures and documentation ensuring that all risks and method statements are submitted on time by us and our suppliers / sub-contractor, any requested amendments must be undertaken immediately if practical.
  • Site cleanliness is an absolute priority and our contract works must be undertaken in such a way as this is achieved. All areas to be cleaned down every night by the supplier / sub-contractor.
  • Site storage / to be organized in a safe and tidy way. Site cabins and if appropriate messing / drying rooms etc. to be kept clean and fit for purpose Weekly or daily if cleanliness is deemed a problem by the project manager inspection of all site huts etc. with a corrective plan put in place, inspect again after correction.  It is imperative that items are stored in a neat organized manner with deliveries planned to allow this.  All pipework either installed or awaiting installation shell have end caps fitted.  Safe storage to be arranges for items such a valves etc. so that these can be easily found by the installation team
  • Organise suitable first aid facilities, rescue plans etc. The safety of all on site is your responsibility, as is first aid, rescue plans etc
  • Prepare suitable induction, modify if required as site progresses Ensure (and undertake) all members of staff, sub-contractor, suppliers etc. are inducted, induction to be coordinated with site progress and to incorporate any information received from the main contractor etc.

Post completion responsibilities

  • Oversee pressure test and commissioning; Undertake all documentation and appropriate certification. Assemble / distribute instruction manual etc, if appropriate assist with written scheme of examination
  • Assist with  post completion review, this must include reviewing all relevant information, including all sub-contractors / supplier, site managers performance, health and safety aspects, all portions of the projects, relations with the main contractors, financial and refrigeration performance of the installation. Within a month of final completion report to be issued to the board which will include all the findings from the above, board is then to discuss project with project manager.  The position  responsibilities may change/continue  contract dependent upon the complexity of the project, and other tasks that may be required
